I discussed with Robert the necessity of the GRPC service. In it, we agreed
that the easiest way to support an interactive streaming job is through an HTTP
service. Unfortunately, using HTTP transcoding with GRPC requires having a copy
certain protos in the repo to be used during proto compilation. Thus, I will
make a separate HTTP server without using the GRPC service definition and
remove all InteractiveService rpcs _except_ for the Events request.
