Augment 'flink_master' pipeline option for Python FlinkRunner (#9918)

* [BEAM-8507] Add '[auto]' as a supported execution mode for Python
FlinkRunner
This mode is necessary for the execution to work in a predefined environment
where the Flink master address is available, i.e. when a jar is directly
submitted against the Flink cluster or the job server has been pre-configured
with a master address.
* [BEAM-8507] Support http protocol scheme for Flink master address
Python uses the requests library to communicate with the Flink master via the
REST API and requires a protocol scheme.
Despite also using the REST API, the Java client does not expect the master
address to contain a protocol scheme. In order to support Python specifying
one
in Python, we can remove it in Java.
