Based on recent discussion, re-opening this and assigning to Robert.
[#9998|https://github.com/apache/beam/pull/9998] only tests an embedded Flink
cluster in loopback mode. We should also be testing FlinkUberJarJobServer,
which will require a Flink test cluster with the full Flink REST API.
