jsr305 dependency declaration for Nullable class

The Maven artifact org.apache.beam:beam-sdks-java-core, which contains
org.apache.beam.sdk.schemas.FieldValueTypeInformation, should declare the
dependency to com.google.code.findbugs:jsr305:1.3.9.
