Update BigQuery proto dependency

Before adding a capability to a BigQuery IO connector to read and write in
Arrow format we need to update proto dependency.
1. Updated `proto-bigquerystorage-v1beta1` to `0.83.0`.
2. Update tests to use proper proto fields.
