Add Thrift parser for ThriftIO

and #10290. Due to the large number of files related to the Thrift parser we
are splitting the original PR to make the review a little easier. This PR will
contain:
1. Document model used to represent a parsed .thrift file
2. Parser capable of generating Document from .thrift file
