I think this is WAI not a bug. There are two options {{\-\-no_use_public_ips}}
and {{\-\-use_public_ips}} which turn on and off the flag {{use_public_ips}}.
When users use the second parameter of PipelineOptions, it's supposed to
directly override flags not options.
