that cancels stale dataflow jobs constantly fails. As a result, stale dataflow
jobs are not cancelled which leads to resource quota exhaustion.
Right now, 100 dataflow jobs in apache-beam-testing project are older than 3
hours:
```
gcloud dataflow jobs list --created-before=-P3H --format='value(JOB_ID)'
--status=active --region=us-central1 | wc -l
100
```
My solution is to rewrite a Go app to mush simpler bash script that uses
gcloud commands.
