Currently testReadFromGCS relies on a CSV file and schema stored in GCP that
must not be changed, or the test may fail (see
https://lists.apache.org/thread.html/r0b62c58595fbde94caebd1db911a090be3edb3f62d0b9ed9f3d67cdd%40%3Cdev.beam.apache.org%3E).
The test should create this CSV and schema, and then discard it when complete.
