Enable gRPC support in GCS connector

This PR is amalgamation of 2 PRs.
1. Revival of https://github.com/apache/beam/pull/10786 . Enables gRPC
support in GCS connector. To fully enable it, experimental-flag
"use_grpc_for_gcs" needs to be enabled (introduced in pr/11183)
2. This PR also includes the currently pending pr/11315. It is included here
, because it is needed by this PR. It will be removed from this PR once
pr/11315 is merged..
