Should https://github.com/apache/beam/pull/11261 be removed from the 2.21
release since we aren't following the PTransform style guide as commented in
https://github.com/apache/beam/pull/11261#issuecomment-615463060 and changing
the classes to be transforms would be a backwards incompatible change since I
don't see @Experimental annotation anywhere?
