Work Description: youngoli opened a new pull request #11467:

This change adds it as a pipeline option flag for user pipelines and
sends it to the runner. Tested and confirmed to work on the Flink
Job Server (via the universal runner). Not tested with Dataflow, but
I don't believe Dataflow supports the flag anyway.
