For some reason it's not letting me respond directly to the comment.

It would be if the duplicate restrictions aren't empty. The only real
requirement, though, is that the same work gets done by processing each of the
split restrictions as would get done if you processed the original. Since the
duplicate empty restrictions are no-ops, this works fine.
