Work Description: ibzib opened a new pull request #11585:

Remove the default and the tests that relied on it. The only difference
between the portableWordCount... and portableWordCountFlinkRunner... tests was
the entry point, so we can afford to get rid of the PortableRunner tests
without substantial loss in coverage. Also remove DockerizedJobServer, since
it's no longer used anywhere.
