As part of improvements to spanner write, spanner_write_total_latency_ms was
added for more visibility.
This counter tracks the total latency in milliseconds suffered by all the write
calls to spanner and is not actionable.
Replacing this with a Distribution make this more actionable as it provides 4
counters(MIN, MAX, MEAN, COUNT)
