* Adds transient ID fields to coder.Coder and coder.CustomCoder
* These fields are only populated if these are generated from a Beam
pipeline proto.
* Include these in debug strings, to map where the coder came from.
The pipeline_proto_coder_id is used by dataflow to avoid re-synthesizing
beam protos from dataflow's internal representations. However, they cannot
currently be on every coder for simplicity. Fortunately, the Go SDK is very
specific about what coders are custom, so these are only added directly to the
internal coder representation, and not on one of the known types with sub
components (eg kvs or length prefixes)
Go's cogbklist URN was added into the known types for the data flow runner,
and thus doesn't need one as of yet.
