When need Windows and the Mean combiner in a Globally way, we cannot specify
`without_defaults()`, forcing us to use the workaround of
`CombineGlobally(MeanCombineFn()).without_defaults()`. This PR fix this, adding
the `without_defaults()` to Mean in Python
