Added LedgerIdFormatter, so it can be used for configuring format of LedgerId (Long/hex/UUID) in input/output of BKShell command 2. Indicate the importance of this issue to you (blocker, must-have, should-have, nice-to-have). Are you currently using any workarounds to address this issue? it is kind-of must-have for our use case, since in all other components of our system LedgerId, is in UUID format.
