   **BUG REPORT**
   
   ***Describe the bug***
   
   I'm using Pulsar 2.7.2, the Bookkeeper version is 4.12.0.
   
   The grafana panel shows that "READ_ENTRY (Inprogress)", the metrics of 
"bookkeeper_server_READ_ENTRY_IN_PROGRESS" , is not 0.

   While the indicator is rising abnormally, the read latency also rises 
abnormally.

   ***To Reproduce***
   No certain way to reproduce.
   
   ***Expected behavior***
   
   "READ_ENTRY (Inprogress)" is always 0.
   
   ***Additional context***
   
   This case is happened before, and I had to restart the bookkeeper to keep it 
0.
