Yes.
For finding out which columns are constant, see how
{{AggregateProjectPullUpConstantsRule}} calls
{{ReduceExpressionsRule.predicateConstants}}.
I wonder whether the rule you are writing should be combined with
{{SortRemoveRule}}. Removing columns from a sort key (because they are
constant, or already sorted) seems a similar activity to removing a sort.
Probably not now, but it's something we could consider for the future.
