In contrast to {{RelMdColumnUniqueness}}, which delegates to
{{RelOptTable.isKey()}}, {{RelMdUniqueKeys}} does not handle a {{TableScan}}.
This can be fixed by exposing the unique keys via the {{RelOptTable}} interface
and delegating the call in the same fashion.
