I would like to re-start this work, and target either SIGMOD, or some of the 
top database journals. 

I propose this because:

* SIGMOD and PODS focus on the core database technologies such as Calcite(but 
they have very early submission deadlines. I think 2019 is coming up in many 
4-5 months); 

* VLDB likes big, high-performance data systems. Calcite is a data management 
technology. 

* Overall, I would propose a great journal because a) Calcite is not new, 
conferences like brand new developments. b) journals allow for much more 
material, including in-depth surveys, so some of the current writing can be 
re-used, and c) it could serve as a formal reference for Calcite given the 
papers' likely size and scope. 

I will create an Overleaf for the journal submission, and anyone interested 
please join me in contributions in whatever capacity you can. I am a full time 
researcher, and doing something like this is part of my job and a hobby.
