If it's a real requirement to add new SqlAccessEnum values at run-time, then
sure, we can make it not an enum. Code would be a little more complicated,
because we could not use switch. But for most proposed access types (e.g.
EXECUTE) there would be a consensus, and we could add them to the enum. In
other words, add the value at compile time.
There's not consensus about INDIRECT_SELECT because it's (in my opinion) not a
good idea.
