Upgrade Apache paren pom to version 19. Remove a few explicit versions needed
to fix MSOURCES-94, MJAVADOC-442.
Running on OpenJDK 10 we run into LANG-365, so we need to bump
maven-javadoc-plugin to 3.0.0 to fix it.
Add "-html5" flag when running javadoc so that we generate HTML5 output.
