[~elserj] and [~francischuang] - FYI I was able to create a test case in 
Avatica with the RemoteDriverTest. The PR has the failing test case. I haven't 
looked closely yet at fixing but sharing in case it helps.

The failure seems as described where the fractional seconds are being stripped.
