Just updated JDK 11 to build 11-ea+11 and there is NPE for javadoc now. See
LANG-1384 for the issue. I think we are going to keep playing whackamole with
commons-lang3 and the different maven plugins.
My thought for now is lets get this committed to run and try to fix JDK 11
issues as they come up.
I am testing locally with an added JDK 11 profile to handle updating versions
specifically for JDK11 without affecting the rest of the build.
