Reviewing PR and running tests now. A couple of comments:
* JdkVersion overlaps functionality with TestUtil.getJavaMajorVersion. Let's
combine the two.
* Let's not commit TODO. It's either done or it isn't. {{Bug.upgrade}} is a
useful marker for these kinds of things.
