[~vlsi], Yes, probably. I don't feel very strongly about it. But we should make
it easy for people to run in a "pure" standard SQL or Oracle environment if
they so choose.
In our [function documentation|https://calcite.apache.org/docs/reference.html],
we should list which functions are only available in particular compatibility
modes. FROM_BASE64 is one. DECODE, GREATEST, LEAST, LTRIM, RTRIM, NVL and
3-argument TRANSLATE are Oracle-specific. Currently those do not even appear in
the doc.
