I'm pretty confident in most of the changes. I checked:
* `mvn -Papache-release verify`
* `mvn -Pdocker verify`
* `mvn -Ppedantic verify`
The few dependencies I want to get a double check on:
* dropwiard-metrics3 3.1.2 to 4.0.3
* javax-servlet-api 3.0.1 to 4.0.1
* protobuf 3.5.1 to 3.6.1
@joshelser Any concerns with the above dependency bumps?
