I don't think it is a duplicate. NOT IN sub-queries are inherently more
complicated than IN sub-queries (due to 3-valued boolean logic). There are IN
queries that can be done in 1 join where the NOT IN query requires 2 or more
joins.
So, I think you should re-open.
However, you should test whether this problem still exists if you set
decorrelation = false in {{SqlToRelConverter}}. Things are better if you
decorrelate after sql-to-rel (see {{Tester.isLateDecorrelate()}}) and also use
{{SubQueryRemoveRule}}.
