In Postgres you can create an empty array if you specify the type:
{code:sql}
SELECT ARRAY[]::integer[];
{code}
In the same spirit I would try the following in Calcite:
{code:sql}
SELECT CAST(ARRAY[] as INT ARRAY) FROM foo;
{code}
> allow empty ARRAY[] literals
