Easy debugging is not the only goal. If you want easy debugging you can change
your private copy of AbstractRelOptPlanner.
I am not saying 'keep it sorted'. I am saying 'sort it when you need to use it
in a way that is deterministic'. That is, in the method that creates the
operands.
