Add automatically link to GitHub PR and 'pull-request-available' label to JIRA
issues when a new PR is created.
This behavior has been working in the past but lately it does not appear to be
working. Apparently, now we have control over this settings (and more) via the
[.asf.yaml|https://cwiki.apache.org/confluence/display/INFRA/git+-+.asf.yaml+features]
file.
