I don't see anything 'intentional'. I moved some very ancient code from class
to another in
[2015|https://github.com/apache/calcite/commit/980d9f811af4e0ff32fc1487e469a51585db48a6].
I don't know what the right behavior should be when we're generating SQL
literals for MySQL, and I don't think there are any tests. It would be great if
you guys wrote some tests and fixed the problem.
