When I last commented on this issue 3 years ago, I mentioned that JTS was not
quite yet licensed appropriately for use in ASF projects, but that it was
underway. Later that year, it was complete -- v1.15 which has a BSD style
license. It's gone through several releases since then, now at 1.18. JTS is
definitely developed with open-source collaboration / principles
https://github.com/locationtech/jts whereas I strongly suspect the same cannot
be said about ESRI's stuff. Any way, use either as you wish. I'm just a fly
on the wall here.
