This topic is extremely confusing. Very few vendors implement the precise SQL 
standard.

Some suggestions:
* research related Calcite issues (e.g. CALCITE-1199, CALCITE-2321) and link 
them to this case;
* propose specifications (i.e. test queries and what they should return) and 
whether those specifications are affected by Calcite settings (e.g. 
{{RelDataTypeSystem.shouldConvertRaggedUnionTypesToVarying()}});
* don't worry too much about what the existing code does, but do examine what 
existing tests do.
