I believe the latest patch is ready to merge. It doesn't convert the entire
codebase but does most of the core rules and other configs and is already
pretty hefty. I'll do follow-up patches to address additional details (more
conversions, deprecation, etc).
LMK if anyone wants to take another look before merge. Thanks
