Apache has switched from mirrors to a CDN. Therefore the recommended wait has
reduced from 24 hours to approximately 15 minutes. See [updates to
release-publishing.md|https://github.com/apache/infrastructure-website/commits/master/content/pages/release-publishing.md]
on Jan 4, 2022. As part of the release, the RM should update the process
documented in {{howto.md}}.
