[~francischuang] has reviewed the PRs and I think we're good to go ahead. Next
step would be to ask INFRA to perform the rename of master branches in the
calcite, calcite-site, and calcite-avatica repos. We might want a freeze on
pushing to master during this time, although I'm not sure how long it will take
INFRA to respond.
In any case, when that's done, I'll send more or less the same instructions
[~francischuang] sent out previously for calcite-avatica-go and we should be
able to move ahead with minimal disruption.
