Is there an alternative to adding the commons-codec dependency? The
{{StringUtils}} methods are not helping, just adding a layer of indirection.
Maybe add a method such as {{newStringUtf8}} to {{AvaticaUtils}} and disable
warnings?
Don't comment out {{HydromaticFileSetCheck}}; remove it, and note in the bug
and comment that we are losing that coverage.
After this change, are we still using {{hydromatic-toolbox}}?
