[~oliverlee], I reviewed your PR, and added a commit in
[julianhyde/5389-starts-with|https://github.com/julianhyde/calcite/tree/5389-starts-with].
Most of the fixes are minor. Changing the result type from BOOLEAN to
BOOLEAN_NULLABLE was important, because it made the function return UNKNOWN
(BOOLEAN NULL) if either argument is null. Please review my changes, and if
you're OK, I'll squash and merge to main.
