I don't want to merge a fix for CALCITE-5424 until we are reasonably sure that
it is complete. That means adequate support for the {{DATETIME}} type alias,
and perhaps also DATETIME-related functions, and that means committing several
changes at once in PR 3023. [~wnoble] can you cherry pick [~oliverlee]'s latest
commit into your PR 3023 so we don't forget it.
