I want to add a function with 'SPECIAL'  SqlSyntax in SqlLibraryOperators, but

I found the direct cause is that the SqlFunction#deriveType only lookup 
function with SqlSyntax.FUNCTION kind. The reason that functions with SqlSyntax 
is SqlStdOperatorTable
