Hey [~julianhyde] I took a look
If we do the suggested refactor, wouldn't all the call sites of
{{SqlTypeFactory.leastRestrictive()}} still need access to {{conformance}} to
know if it is BigQuery, and then pass in the new {{SqlTypeMappingRule}} that
allows {{BOOLEAN}} to {{INTEGER}} ?
