[~julianhyde] Maybe I didn't express myself clearly, result of the example 
query 'select count from "scott".emp having false' is as expected because of 
the *existing* optimization in RelBuilder(see [1] and [2]). What I want is to 
also disallow the optimization of pushing filters to pass through aggregate 
with an empty groupset(in 'FilterAggregateTransposeRule').
