You're right. For regular EXCEPT the condition is "c0 > 0 AND c1 = 0 AND c2 =
0". (Where c0 is "count(*) filter (where m = 0)", etc.)
For EXCEPT ALL the number of copies to emit for each key is "c0 - c1 - c2".
