[~julianhyde] I understand what you mean by drill-a-hole, for my project I 
would like to remove a rule or adjust the order, but this seems difficult to do 
in an elegant way with the current existing design of SubstitutionVisitor

So for calcite, I mean why wouldn't the built-in unifyRule want to be like 
relOptRule allow the user to select
