Calcite already has such a representation in the IR, it's CAST(x AS TYPE), 
where TYPE is not nullable.
You cannot write this in SQL, but the IR represents type nullability explicitly.
But this won't work for the above expression, since the result will not 
typecheck if b is nullable.
