Actually, we don't need to manually add JIRA links to the PR description. We
just have to configure the [GitHub autolink
feature|https://docs.github.com/en/repositories/managing-your-repositorys-settings-and-features/managing-repository-settings/configuring-autolinks-to-reference-external-resources]
for the Calcite project.
