I guess the discussion in CALCITE-6788 who added the configuration toggle on 
LoptOptimizeJoinRule is relevant. Maybe [~rubenql] or [~cbrisson] can clarify 
why in their use-case they couldn't switch the cost-model/metadata provider 
before/after the join enumeration phase.
